TOWN OF BIHAĆ


The 2019 Economic Incentive Program for the City of Bihac seeks to strengthen the economy sector as a generator of progress and sustainable development of the city of Bihac with an emphasis on processing of domestic agricultural products in order to ensure the highest possible marketing of domestic agricultural products grown on the territory of the city of Bihac. indirectly encouraged the migration and the rest of the population, that is, helped to reduce the rate of emigration from the area of ​​Bihać. In accordance with the Law on Local Self-Government of Una-Sana Canton (Official Gazette of Una-Sana Canton No. 8/11) and the Small Business Development Promotion Act ("Official Gazette of Una-Sana Canton" No. 19/11) governing planning , securing funds and implementing measures for the development of agriculture and small business in the Federation of Bosnia and Herzegovina and the Una-Sana Canton, the Budget of the City of Bihać for 2019 is planned 40,000.00 KM of funds and 40,000.00 KM is awarded by UNDP from the funds of the MEG project for public grant incentive scheme for the economy.
Business incentives may be provided by business entities engaged in the production and processing of domestic agricultural products in the territory of the city of Bihać.
The maximum amount of funds that can be applied for is KM 10,000.00. 
Decision on the use of funds earmarked for agriculture in the area of ​​Bihać in 2019
This Decision establishes the conditions, criteria and manner of spending funds intended for agriculture in the territory of Bihać in 2019. Funds for the implementation of the Decision in the amount of KM 50,000.00 were planned in the Budget of the City of Bihać for 2019 from the position of TG to non-profit organizations, economic code 614300-current grants to non-profit organizations - incentives for agricultural development, Local Economic Development Service.
The aim of this Decision is to continue to initiate and open new processes in the agricultural sector in order to achieve the following:
increase agricultural production
income stabilization of primary agricultural producers
legalize existing or build new barns and other ancillary facilities used on family farms intended for the development of sheep and cattle breeding

Public call for selection of beneficiaries of funds under the Program for Supporting the Development of Small Businesses and Crafts Entities for 2019
I SUBJECT CALL The
subject of the Public Call is to collect applications for selection of beneficiaries of funds under the Support Program for small business entities and crafts registered in the framework of production and production-service activities with the aim of preserving small business entities and crafts, overcoming difficulties in work, employment, sustainability, growth and the development of small businesses and crafts in the Una-Sana Canton
II. RIGHT OF PARTICIPATION
Beneficiaries of the Program in question are small business entities defined in Article 2 of the Law on Incentives for the Development of Small Business ("Official Gazette of Una-Sana Canton", No: 19/11) and crafts (except agricultural activity) registered in accordance with Law on Crafts and Related Activities ("Official Gazette of the Federation of Bosnia and Herzegovina", No. 35/09 and 42/11) and Decree on Related and Special Crafts ("Official Gazette of the Federation of Bosnia and Herzegovina", No. 66/09, 62/10 and 16 / 12), and craftsmen engaged in craft activities in accordance with the Regulation on the Protection of Traditional and Old Crafts ("Official Gazette of the Federation of Bosnia and Herzegovina", No. 66/09, 62/10 and 16/12), provided that:
 - they are registered and are based in the Canton;
- whose activity relates to a manufacturing or manufacturing-service activity;
- have been in business for at least one year; 
- employ at least 2 (two) workers (doo) or 1 (one) permanent worker (craft);
- to have a positive business in 2018;
- duly settle direct taxes, contributions for PIOs and health insurance;
- to duly settle indirect taxes (if in the VAT system in accordance with the Law on Value Added Tax).
Beneficiaries who have obtained the right to receive incentive funds in 2017 and in 2018 from the Ministry are not eligible to apply for a Public Call for the Program in question. 
III. PURPOSE OF RESOURCES The
total amount of funds has been determined in the amount of KM 150,000.00 (in letters: one hundred and fifty - fifty KM).
The grant will be used to subsidize the procurement and purchase of equipment and machinery, and to reconstruct (adapt) the production space with the aim of overcoming the problems of performing the activity.
Beneficiaries identified by Article 3 of the present Program which as of 01.01.2019. by the day of the announcement of the Public Invitation under this Program, purchased the equipment and tools or performed the reconstruction (adaptation) of the production space, may also apply for the Public Invitation. 
The funds may not be used for the purchase of buildings or land, the adaptation of facilities for personal use, the purchase, renovation, reconstruction or modernization of a facility for rent or sale.
Small business entities and crafts that have received funding from the Ministry under the Program in question may not cease to operate for a minimum of two years.

V PUBLIC CALL APPLICATION
Submission to the Public Invitation is made through the appropriate Application Form and Letter of Intent on the minimum amount of co-financing, which form an integral part of this Program, which can be obtained at the Ministry's premises or through the website www.vladausk.ba.
The following documentation must be submitted when applying for the Public Invitation to participate in the Program:
Letter of Intent on the Minimum Co-financing Amount;
Court decision on registration (for legal entities) or Decision on registration by the competent city / municipal body (for craftsmen). 
Tax Registration Certificate - ID number;
Certificate from the Tax Administration on the payment of direct taxes and contributions (PIO / MIO and health insurance) for all employees and a certificate on the number of employees;
Notification on the classification of entities by activity (FBiH Statistical Office);
Certificate on VAT liabilities (if the taxpayer under the Law on Value Added Tax is in the system, if he is not a VAT payer, submit a Statement that he is not in the VAT system, certified by the competent authority);
Balance Sheet and Income Statement for 2018 certified by the competent authority;
Certificate issued by the Court not to enter bankruptcy or liquidation proceedings;
For the procurement of machinery, equipment and devices, an appropriate offer or pro forma invoice / invoice from the supplier with the technical documentation included;
In case of reconstruction (adaptation) of production premises: a bill of quantities and an estimate of the works;
Certificate / certificate of the competent authority on employees belonging to the vulnerable category (disabled, demobilized veterans, members of the martyred family, families of fallen soldiers, persons with special needs);
The number of the commercial bank account to which the funds will be transferred;
Photocopy of the identity card of the responsible person.
The applicant must fill in all the sections of the Application Form, complete the offered query options and be responsible for the authenticity of all the information entered.
All enclosed documents must not be older than 3 (three) months from the date of publication of this Public Invitation. In the case of copies of attached documents, they must be certified by the competent authorities.
Incomplete, untidy and untimely applications will not be further considered.
VI PROCESSING OF APPLICATIONS AND ALLOCATION OF FUNDS
The Ministry Commission will process the received applications for eligibility and, on the basis of the prescribed criteria, draw up a List of Beneficiaries and a List of Candidates whose applications are untimely, incomplete and unfounded. All candidates have the right to object to the published lists, which shall be submitted in writing to the Ministry within eight days from the day of publishing the lists on the web site of the Cantonal Government.
After the expiry of the deadline for the objection and after the resolution of the objections, the Minister issues the Final ranking of beneficiaries of the funds, to which the Cantonal Government consents and the same is published on the website of the Cantonal Government. Upon receiving approval from the Canton Government, the Minister signs selected contracts with the selected beneficiaries, after which the Minister makes individual decisions on granting funds to the beneficiaries.
The deadline for the implementation of the project under the signed Contract is 6 (six) months from the day the funds are transferred to the beneficiaries.

VII SUBMISSION OF APPLICATIONS
Applications with the required documentation shall be submitted directly to the protocol of the Government of Una-Sana Canton or by post to:

I SUBJECT OF THE PUBLIC CALL The
subject of the Public Call is to collect applications for selection of beneficiaries of funds under the Support Program for newly established small business entities and crafts registered in the production and production service sector with the aim of employment, sustainability, growth and development of newly established small business entities and crafts in the Una- san canton.
II. RIGHT OF PARTICIPATION

to duly settle direct taxes, contributions for PIOs and health insurance;
to duly settle indirect taxes (if in the VAT system it complies with the Law on Value Added Tax).
III. PURPOSE OF RESOURCES The
total amount of funds has been determined in the amount of KM 30,000.00 (in letters: thirty thousand KM).
The grants can be used to subsidize the costs of registration, procurement of labor and procurement of working capital of newly established small business entities and crafts within the manufacturing and production-service industries.
The maximum amount of funds per newly established small business entity and crafts is KM 3,000.00 (in letters: KM three thousand).
Small business entities and crafts that have received funding from the Ministry under the Program in question may not cease to operate for a minimum period of one year.
IV. CRITERIA FOR SELECTION OF BENEFICIARIES
Equal participation of all newly established small business entities and trades in the Canton area who apply and who meet all the conditions specified in the Program.
V PUBLIC CALL APPLICATION
Application for the Public Invitation is made through the appropriate Application Form (filled in) which can be obtained at the Ministry premises or through the website www.vladausk.ba.
The following documentation must be submitted with the application for participation in the Program:
Court decision on registration (for legal entities) or Decision on registration by the competent city / municipal body (for craftsmen). 
Tax Registration Certificate - ID number;

I - THE SUBJECT OF THE CALL
The subject of the Public Invitation is the selection of bids for the selection of a placement bank
credit lines with subsidized interest rate for small business entities in the Una-Sana Canton. The Ministry of Economy has provided funds for subsidizing part of the interest rate in the Budget of Una Sana Canton, and the bank will provide loans to small business entities. The agreement between the Government of the Una-Sana Canton-the Ministry of Economy and the selected Bank shall regulate the right to apply for loans from this line of credit, the amount of loans, the amount and manner of realization of part of the subsidized interest rate, and the manner of monitoring and reporting to the Ministry of Economy credit lines.
The deadline for the implementation of the Contract is 31.12.2019. years.
The term small business entities means both natural and legal persons who perform on a permanent basis
legally permitted activities for the purpose of generating income or profit, in the manner prescribed by the Small Business Development Promotion Act ("Official Gazette of the Una-Sana Canton", No. 19/11).
The funds will not be approved for projects in the following activities: weapons production and
military equipment, tobacco and spirits production, primary agricultural production, casino opening and other gambling organization.
II - BANK'S LIABILITIES
It is the obligation of the Bank, after the conclusion of the Agreement, to publish the Public Call for the Allocation of Incentive Credit Assets, with the submission of the complete and necessary documentation to the Bank.
An approved loan for one beneficiary is limited to up to KM 1,000,000.00 (in letters: one million KM) with a maximum repayment period of 12 to 84 months, with a grace period of up to 6 months for long-term financing.
Upon expiry of the Public Invitation for the Selection of Beneficiaries of Credit Facility, the Bank shall consider the applications received by the applicants in accordance with the Agreement and the Public Invitation, and carry out other activities in accordance with the Bank's acts.
The Bank enters into agreements with the beneficiaries of credit facilities, and submits one copy of those contracts to the Ministry of Economy.
The Bank is credited with interest on approved loans, loan processing costs, early repayment fees, and other costs borne by the borrower. The Bank fully bears the risk of collection of approved incentive loan funds - principal and associated interest.
The Bank undertakes to report monthly to the Ministry of Economy on the intended use of credit funds in the form agreed by the Ministry of Economy and the Bank, and in accordance with the Agreement, to continuously monitor the purposeful use of funds and fulfillment of contractual obligations. The Bank will keep separate accounting records for all customers under this line of credit.
Pursuant to the Agreement, the beneficiaries of the funds are obliged to submit to the Bank, within the time and manner prescribed by the Agreement, two copies of the Report on the earmarked expenditure of funds from this line of credit, after which the Bank shall submit one copy of the Report with the evidence to the Ministry of Economy.
 
III - PLACE AND METHOD OF SUBMISSION OF THE TENDER
The bidder submits the bid in the original and submits it in a sealed envelope. They bid

All bids received after this time are untimely and as such, unopened will be returned to the bidder. The offer is firmly bound so as to prevent subsequent extraction or insertion of the sheets. Offer pages are numbered so that the page number is visible.
IV - CONDITIONS FOR PARTICIPATION
Decision on entry in the court register.
Evidence of a license (license) from the Banking Agency of the Federation of BiH.
Certificate of Deposit Insurance Agency.
VAT and identification number.
Certificate of taxes paid and contributions confirming that direct taxes are duly paid, contributions for PIO / MIO and health insurance issued by the Tax Administration of the Federation of BiH no older than three months from the date of filing.
Proof of Capital Adequacy as at 31.12.2018. year, which must not be less than 14%.
Certificate of the competent court or administrative body with which the bidder is registered, confirming that he is not in bankruptcy or subject to bankruptcy proceedings, that he is not subject to liquidation proceedings, or that he is not in the process of discontinuing business activities, in accordance with the applicable regulations in Bosnia and Herzegovina.
Statement that the amount of capital as on 31.12.2018. year is not less than 100 million KM.
Complete set of financial statements in accordance with the Decision in the form of reports submitted by banks to the Banking Agency for 2018 (positive bank operations in 2017 and 2018).
All copies of the enclosed documents must be certified by the competent administrative authority or notary, notarized not older than 3 (three) months, counting from the date of the Public Invitation.
Special documentation:
Confirmation or proof of successful experience in the implementation of contracts whose character and complexity are similar to those related to this public call, providing banking services to legal entities.
 
V - DEADLINE FOR SUBMITTING TENDERS TO THE PUBLIC INVITATION
The deadline for submission of tenders is 15 days from the date of publication of the Public Invitation in one daily newspaper in the territory of the Federation of Bosnia and Herzegovina and on the website of the Government of the Una Sana Canton. Applications received after the deadline will not be considered.
 
VI - ASSESSMENT AND CHOICE
The selection of the Bank for the placement of a credit line with the subsidization of a part of the interest rate by the Ministry of Economy operating in the Una-Sana Canton is carried out by the Commission appointed by the Minister of the Ministry of Economy in accordance with the legislation and the Program concerned. The criteria that the Commission will apply for the evaluation and selection of the tender are:

All Banks participating in the Public Invitation will be notified of the decision of the Contracting Authority and the result of the procedure of the Public Invitation, within 7 (seven) days from the decision.
The contract is awarded to the Bank which, in accordance with the above criteria, submitted the most economically advantageous tender.
VII - OTHER PROVISIONS
In the procedure of the Public Invitation, the Ministry of Economy of Una-Sana Canton does not bear any costs of the participants in the Public Invitation, and reserves the right to cancel the Public Invitation or to reject all tenders at any time before the conclusion of the Contract. The Ministry of Economy bears no responsibility to the participants in the Public Call for the activities they undertook for the purpose of applying. The Ministry of Economy will, on its written request, provide the applicant with an offer that meets the formal requirements of the Public Invitation, which is rejected because of a lower evaluated tender, with a reason for not selecting it. Documents received will not be returned to the bidder.

In 2019, the Federal Ministry of Development, Entrepreneurship and Crafts will undertake a series of measures and activities aimed at increasing the number of small and medium-sized enterprises, stimulating the growth of innovative and export-oriented small and medium-sized enterprises, as well as creating a more favorable business environment for the establishment and development of entities. small economies. 
In addition, in 2019, the Ministry will actively work to implement the Small Business Act for Europe (SBA) and define the framework for SME support policies that need to be adopted and developed to improve the entrepreneurial environment and increase SME competitiveness.

Funds for the implementation of the Program of Expenditure with the criteria of allocation of funds of current transfers determined by the budget of the Federation of Bosnia and Herzegovina for 2019 to the Federal Ministry of Development, Entrepreneurship and Crafts in the total amount of KM 8.071.280,00 will be realized to the beneficiaries of funds as grants, through projects which aim to create a more favorable entrepreneurial environment for the growth and development of SMEs and increase the competitiveness of small business entities. In 2019, with the Incentive Program, we plan significant co-financing for the development of entrepreneurial zones in the Federation of BiH. The budget is planned 4.500.000,00 KM. The reasons for this measure are multiple, mainly because of the good effects achieved from previous years in terms of SME entry into the zone, increased new employment, as well as the great demands of JLS to create better conditions for existing and new investors in the business zones. For example, in the last 5 years, the percentage of approved LGUs in relation to the total number of applications is about 29.5%, while the situation is similar when it comes to approved funds compared to the claims, which is about 29.6%. Increased budget allocation for this project benefits all levels of government, but by building infrastructure in the zones, existing and future investors.
 
In addition to this project, assistance to entrepreneurial support institutions in the Federation of BiH is also planned. This measure supports the development of entrepreneurial infrastructure for local economic growth and employment. Projects for the development of business zones and supporting entrepreneurial institutions also contribute to the realization of economic priorities defined in the strategies of development of local self-government units, and to the realization of the priorities set out in the Federation of BiH strategic documents. 
 
Through the project "Incentives for newly established SMEs" we plan to help small business entities that have just registered. The total value of available funds for this project is KM 800,000.00. The aim of the project is to maintain a positive trend of entrepreneurial activity in terms of increasing the number of newly established small business entities. The project will subsidize registration and contribution costs for current employees. Grant amount for 2015-2018 within this project, around 3 million KM is moving, while the number of newly registered business entities supported by the Ministry's grant funds over 620 in the observed period. 
We also plan to encourage the survival and development of crafts through projects, as well as to strengthen the competitiveness of small and medium-sized enterprises, where we also have a huge number of applications, and this is a project whose realization has significant effects in terms of boosting competitiveness and increasing employment. Thus, in 2018, this project lacked about KM 1.5 million only for successful applications, which would significantly increase the effects of this project.
 
In order to provide financial support to small business entities, the Ministry is also implementing the Program "Credit Incentives for Development, Entrepreneurship and Crafts in cooperation with the Development Bank of the Federation of BiH in the amount of KM 1,000,000.00. Loans are placed through a bank, with a repayment period of up to seven years, a grace period of up to two years, included in the repayment term and an interest rate of 1%.
 
Operational objective - Promotion of entrepreneurship
As part of this operational objective, we plan to organize and participate in conferences, conferences, roundtables, presentations and the like. In order to develop entrepreneurship and increase employment, in cooperation with other governmental and non-governmental institutions, we plan to promote all forms of entrepreneurship.
